Medium-voltage cable insulation integrity tests shall be performed
for cables connecting the generator breaker to the [generator
switchgear] [main disconnect switch] [distribution bus]. After
insulation and before the operating test or connection to an
existing system, the medium-voltage cable system shall be given a
high potential test. Direct-current voltage shall be applied on
each phase conductor of the system by connecting conductors as one
terminal and connecting grounds or metallic shieldings or sheaths
of the cable as the other terminal for each test. Prior to making
the test, the cables shall be isolated by opening applicable
conducted with all splices, connectors, and terminations in place.
The method, voltage, length of time, and other characteristics of
the test for initial installation shall be in accordance with [
NEMA WC 74] [_____] for the particular type of cable installed,
except that 28kV and 35kV insulation test voltages shall be in
accordance with either AEIC CS8 or AEIC CS6 as applicable, and
shall not exceed the recommendations of IEEE Std 404 for cable
joints and IEEE Std 48 for cable terminations unless the cable and
accessory manufacturers indicate higher voltages are acceptable
for testing. Should any cable fail due to a weakness of conductor
insulation or due to defects or injuries incidental to the
installation or because of improper installation of cable, cable
joints, terminations, or other connections, the contractor shall
make necessary repairs or replace cables as directed. Repaired or
replaced cables shall be retested.

defined in IEEE Std 81. Ground resistance measurements shall be
made before the electrical distribution system is energized and
shall be made in normally dry conditions not less than 48 hours

grounding electrode systems shall be made before the systems are
bonded together below grade. The combined resistance of separate
systems may be used to meet the required resistance, but the
specified number of electrodes must still be provided.

Inspections
The following inspections shall be performed jointly by the Contracting
Officer and the Contractor, after complete installation of each
engine-generator set and its associated equipment, and prior to startup of
the engine-generator set. Checks applicable to the installation shall be
performed. The results of those which are physical inspections (I) shall
be documented by the Contractor and submitted in accordance with paragraph
SUBMITTALS. The Contractor shall present manufacturer's data for the
inspections designated (D) at the time of inspection. Inspections shall
verify that equipment type, features, accessibility, installation and
